audit. An organisation needs an occupational health and safety management system that identifies workplace hazards, assesses OH&S risks, establishes appropriate controls, involves workers and produces evidence that the system is actually operating.

For UAE organisations considering ISO 45001 certification in 2026, another distinction is equally important: ISO 45001 is a management-system standard, while UAE workplace health and safety obligations arise from applicable laws, regulations and sector or jurisdiction-specific requirements. Certification does not replace those obligations.

The current published standard remains ISO 45001:2018, including its 2024 climate-action amendment. A revised edition is under development, but organisations should continue working with the current applicable standard rather than postponing occupational health and safety improvements while waiting for the next edition.

What Is ISO 45001?

ISO 45001 is an international standard for occupational health and safety management systems.

It provides a structured framework through which an organisation can manage OH&S risks and opportunities, improve workplace safety arrangements and continually improve its occupational health and safety management system.

The system covers much more than accident reporting.

It addresses areas such as:

organisational context;

leadership;

worker consultation and participation;

hazard identification;

OH&S risk assessment;

applicable requirements;

objectives;

competence and awareness;

operational controls;

procurement and contractors;

emergency preparedness;

monitoring and measurement;

internal audit;

management review;

incident investigation;

corrective action; ISO 45001:2018 remains the current published standard in 2026, while organisations should also account for its climate-action amendment and monitor the development of the next edition.

Finsoul Network UAE can assist with ISO 45001 gap assessment, implementation and certification readiness. The external audit and certification decision, however, remain the responsibility of an independent certification body, preserving the distinction between consultancy and certification.

FAQs

Is ISO 45001 certification mandatory in the UAE?

ISO 45001 certification should not be treated as universally mandatory for every UAE business. Organisations can have mandatory workplace health and safety obligations under applicable UAE, local or sector-specific requirements, while ISO 45001 certification is a separate management-system certification. Businesses should assess the requirements applicable to their own operations.

What is the current version of ISO 45001 in 2026?

ISO 45001:2018 remains the current published edition in 2026 and has a 2024 climate-action amendment. A second edition is under development, but organisations should continue using the current published standard until a replacement is formally issued and applicable transition arrangements are established.

How long does ISO 45001 certification take in the UAE?

There is no universal timeline. Preparation depends on factors such as organisation size, number of sites, hazard profile, maturity of existing safety arrangements, legal-compliance status, documentation, competence and the corrective actions required. Certification-body scheduling also affects the overall timeline.

What is the difference between an ISO 45001 consultant and a certification body?

A consultant can help an organisation understand the standard, conduct gap analysis, develop the management system and prepare for certification. An independent certification body conducts the certification audit and makes the certification decision. A consultant providing implementation support should not guarantee that certification will be awarded.

What does an ISO 45001 auditor check?

An auditor assesses evidence that the OH&S management system meets applicable certification criteria and operates effectively. 45001 certification is not achieved by creating a health and safety manual shortly before an external audit. It addresses areas such as: organisational context; leadership; worker consultation and participation; hazard identification; OH&S risk assessment; applicable requirements; objectives; competence and awareness; operational controls; procurement and contractors; emergency preparedness; monitoring and measurement; internal audit; management review; incident investigation; corrective action; and continual improvement. The purpose is to embed health and safety management into the way the organisation operates. Is ISO 45001 Certification Mandatory in the UAE? ISO 45001 certification should not be presented as universally mandatory for every organisation operating in the UAE. Whether a business has specific workplace health and safety obligations depends on factors such as its activities, workforce, location, sector and applicable legal or regulatory requirements. Those obligations exist independently of ISO certification. A company may pursue OHS certification UAE for reasons such as: customer requirements; tender qualification; group policy; contractor requirements; stronger OH&S governance; supply-chain expectations; international alignment; or a strategic decision to formalise its safety management system. An organisation should therefore assess both its applicable workplace safety obligations and its reasons for seeking certification. ISO 45001 vs UAE Workplace Safety Requirements ISO 45001 and legal compliance are related, but they are not interchangeable. ISO 45001 UAE Workplace Safety Requirements International OH&S management-system standard Legal and regulatory obligations applicable to the organisation Provides a framework for managing OH&S Establishes requirements the organisation may be legally required to meet Certification is performed by an independent certification body Compliance may be overseen by relevant authorities Requires applicable obligations to be considered within the management system Exists independently of ISO certification Focuses on systematic management and continual improvement Requirements depend on applicable UAE rules, sector and jurisdiction An ISO 45001 certificate should therefore never be treated as automatic evidence that every legal requirement applicable to the organisation has been satisfied. Legal compliance needs its own structured identification, evaluation and monitoring process. Who Can Implement ISO 45001? ISO 45001 can be applied to organisations of different sizes and sectors. It may be relevant to: construction companies; manufacturing operations; logistics businesses; facilities management providers; hospitality organisations; healthcare operations; professional services; warehouses; engineering businesses; contractors; energy-related operations; and other organisations managing occupational health and safety risks. The system should be proportionate to the organisation. An office-based consultancy and a large construction operation may both use ISO 45001, but their hazard profiles, operational controls and evidence will be substantially different. Start by Defining the Scope of the OH&S Management System Before building documentation, determine what the management system covers. Scope can be influenced by: sites; activities; products and services; workers; organisational boundaries; outsourced processes; interfaces with contractors; and the organisation’s ability to control or influence OH&S conditions. An unclear scope creates problems later because risk assessments, objectives, audits and certification activities need to relate to a defined management system. The scope should reflect the organisation’s actual operations rather than being artificially narrow simply to make certification easier. Understand the Organisation and Its OH&S Context ISO 45001 requires organisations to consider internal and external issues relevant to the OH&S management system. Depending on the business, these could include: workforce profile; contractor dependence; operational complexity; new technology; working environments; regulatory requirements; business growth; organisational restructuring; climate-related conditions; supply-chain arrangements; and expectations of workers and other relevant interested parties. This context helps determine which risks, opportunities and system priorities deserve attention. Leadership Cannot Be Delegated to the HSE Department An OH&S management system should not exist solely within the safety department. Top management needs to demonstrate leadership and accountability for the effectiveness of the system. That can involve: integrating OH&S into business processes; establishing policy and objectives; providing resources; assigning responsibilities; supporting worker participation; reviewing performance; and ensuring significant issues receive management attention. If senior management only becomes involved shortly before the certification audit, the management system is unlikely to be mature. Worker Consultation and Participation Are Core Requirements ISO 45001 places significant emphasis on workers. Workers often understand practical hazards better than people who only review procedures from an office. A functioning system should create mechanisms through which relevant workers can participate in areas such as: hazard identification; risk assessment; incident investigation; development of controls; consultation on changes; OH&S objectives; and improvement opportunities. The organisation should also consider barriers that may prevent meaningful participation. A suggestion box that nobody reviews is not an effective consultation process. Hazard Identification Is the Foundation of ISO 45001 The management system cannot control hazards it has failed to identify. Hazard identification should reflect how work actually occurs, including routine and non-routine activities. Depending on the workplace, hazards may include: moving machinery; work at height; electricity; vehicles; hazardous substances; manual handling; noise; heat; slips and falls; ergonomic factors; workplace layout; psychosocial factors; contractor activities; and emergency situations. The exact hazard profile depends on the organisation. Generic risk assessments copied from another business can miss the conditions that matter in the actual workplace.
